Program management and implementation

6. Program operation and implementation

(1) The programs selected according to rule 3 must be submitted to the office of the relevant district development committee in the format as per schedule-2.

(2) According to sub-rule (1) During the operation and implementation of the submitted program, the district development committee's office should give priority to people's participation through local consumer groups, government offices or non-governmental organizations. According to the estimate made, in the case of other programs, the proposal prepared by the relevant organization must be submitted to the office of the District Development Committee for implementation with the recommendation of the member of parliament or his representative and if the program was prepared by the member of parliament himself.

(4) ) Based on the program received in accordance with sub-rule (3), the office of the District Development Committee shall make an agreement with the concerned body and release the necessary budget for the implementation of the program. It can be sent directly to the village development committee.
(5) The office of the District Development Committee, while operating and implementing the program, shall ensure that it is implemented in accordance with the implementation schedule as per Schedule-1 submitted by the concerned member of Parliament.
(6) The technical assistance required in relation to the implementation, supervision and monitoring of the program shall be provided by the district development committee office or the district level government office as per the requirement. If the amount is not spent by the end of the year, the relevant district development committee will have to send it back to the Office of the Controller of Funds and Accounts.
